Government of Sri Lanka has taken timely action to initiate the Dam Safety and Water Resources Planning Project(DSWRPP) to ensure public safety and also address the key challenges faced by the Water Sector of Sri Lanka today.

Dams and related irrigation infrastructures are not new to this country. It has more than 2500 years of history. However like human body these structures are also ageing and suffering from various structural deficiencies. If we have not addressed these issues promptly the public have to sacrifice their lives and properties not because of their faults.

The DSWRP Project is taking necessary steps to address these issues giving priority to ensure the safety of the dams to water sector of lanka.
 

DSWRPP was designed by the veteran experts in the engineering field of Sri lank

Foreign technical assistance is sought where necessary expert knowledge on dam Engineering to address complex and diverse issues.

 

 

 

Emphasis is given to safeguard the social and environmental aspects of the rehabilitation process with due consideration on protection of cultural properties of existing dams and structures

 

 

Anchor Ministry for the project is Minister of Irrigation & Water Resources Management of Sri Lanka.

 

 

 

Training Program on Occupational
Safety & First aid


On the request made by Project Implementing Agencies, Dam Safety & Water Resources Planning Project organized the Training Program on Occupational Safety & First Aid from 11th to 12th August 2011 with assistance of Department of Labor and St. John Ambulance. The programme held at National Training Centre, Tea Small Holdings Development Authority, Hanthana Estate, Kandy.

Training Program covered more practically important sessions such as occupational Safety & Health Legislation, Construction Safety, Electrical Safety, Machine Safety, and Accidence Prevention.
Safety in high risk machinery (Pressure vessels & Lifting Equipments), Safety in earth moving machinery, Safety management, Hazard identification & Risk Assessment are the other sessions covered in the training programme.

30 participants from Irrigation Department, Mahaweli Authority of Sri Lanka, Ceylon Electricity Board, National Water Supply & Drainage Board, and Irrigation Department of Northern Provincial Council attended the programme.

The training has been arranged by giving focus to practical issues. participants were impressed in a way of conduct the programme. Training was highly admired by the participants and they appreciated DSWRP Project for arranging such useful training.

Minister chairs progress meeting

Hon. Nimal Siripala De Silva, Minister of Irrigation and Water Resources Management chaired a meeting to review the progress of ongoing rehabilitation activities of dams which are currently under renovation. A meeting focused to discuss the problems of ongoing rehabilitation works and implementation issues faced by both contractors and implementation agencies.
Minister highlighted the accountability of completing remedial works in expected quality on agreed time period. This was very successful meeting which was able to resolve some practical issues in implementing dam renovation programme.
Secretary to the Ministry of Irrigation and Water Resources Management, Project Director of DSWRP Project, site engineers from implementing agencies and all contractors participated the meeting.
The meeting was held on 14th June 2011 at conference hall of Mahaweli Authority of Sri Lanka.

A Training program for Backhoe operators


DSWRP Project has handed over 12 backhoe loaders to project implementing agencies on the purpose of basic safety improvement of dams. The necessity of formal training for backhoe operators in these implementing agencies is highly noticed and project took necessary steps to organize this two day training programme.

Training on GIS for Engineers   


A five day residential training Programme on GIS (Geographic Information System) was organized by training arm of the DSWRP Project for selected engineers from Project Implementing Agencies. Thus 24 participants from Department of Irrigation, Mahaweli Authority of Sri Lanka, Ceylon Electricity Board and National Water Supply & Drainage board attended the training programme.
All attended participants were provided set of training materials and desktop computer during the training. Component of GIS, GIS Mapping, Remote sensing, Satellite Platform, GPS (Global Positioning Systems) are the some areas covered under this 5 days programme. Participants appreciated effort made by the DSWRPP for organizing this training and making opportunity to learn the modern technologies to be used in water management sector in Sri Lanka.
Department of Agriculture Engineering, University of Peradeniya of Sri Lanka was the trainer for the programme. Training was conducted at computer laboratory of the Post Graduate Institute of Agriculture, University of Peradeniya from 6th to 10th, February 2012.

 
New Bridge over Spillway of Kandalama tank was ceremonially Inaugurated

 

Minister of Irrigation and Water Resources Management of Sri Lanka, Hon. Nimal Siripala de Silva and Minister of land and Land development Hon. Janaka Bandara Tennakoon inaugurated the new bridge constructed over spillway of Kandalama tank  on 17th,February 2012.
A road which runs along the spillway of Kandalama dam is frequently blocked by heavy rain runoff on spillway and makes the situation inconvenience on transportation during rainy seasons. The DSWRP Project focused the construction of this bridge to improve the public transportation facilities and to end the long felt difficulties faced by people in the area.  
A bridge is inevitably useful to overcome these sever transportation difficulties. People who live in the area shall be grateful to the DSWRP Project and Ministry of Irrigation & Water Resources Management regarding construction of this new bridge fulfilling their long felt needs.
Secretary of the ministry of Irrigation and Water Resources Management, Project Director of the DSWRP project and other Key political leaders from the Kandalama area took part the ceremonial opening of the bridge.

Workshop to discuss water resources management in jaffna

Jaffna peninsula is a near flat land. Public depend upon only ground water for both cultivation and domestic purposes. Salt water inclusion also one of major factors to be considered in water resources management. Peninsula requires proper management plan to utilize available water resources in meeting the growing demand for water.   
Preliminary workshop to discuss the water resources management in Jaffna peninsula with special reference to ground water management and it’s governance was held 10th october 2011 in conference hall of municipal council, at public library ,Jaffna.
All key officials from government institutions and non government organizations including district secretary in Jaffna peninsula along with some national level representatives took part this workshop.
Water resources management in Jaffna peninsula was the key title for the workshop. Potentials and possible issues in use of groundwater for Jaffna peninsula was highly discussed throughout the workshop. Management of salt water, current status of public water supply schemes, ground water pollution in Jaffna and other current issues were presented and discussed in the workshop.
The workshop was jointly organized by Dam Safety and Water Resources Planning Project (DSWRPP), Water Resources Board (WRB) and Sri Lanka Water Partnership (SLWP)

The World Bank review mission arrives

Mid Term Review (MTR) mission arrive Sri Lanka to visit Dam Safety & Water Resources Planning Project. Mission team which will be in DSWRP Project from 9th to 30th , September, 2011 will review project implementation progress and visit selected field sites. MTR Mission will have several meetings with staff of the Project Management Unit (PMU), Implementing Agencies and consultants of DSWRP Project during the visiting period.
MTR will focus progress so far made by the DSWRP Project, rest of activities to be completed within the project period, physical progress and fund disbursement progress. Mission would visit field sites such as Tabbowa, Usgala Siyabalangamuwa, Dambuluoya, Kandalama, Kanthale, and Bowatenna where dam rehabilitation is progressing.

Training on Ground water Models for Sri Lanka


The first ever training programme on Development of Ground water Models for Sri Lanka was conducted jointly by the DSWRP Project and Water Resources Bard of Sri Lanka.
The programme was held on 22nd to 26th, August, 2011 at Sri Lanka Foundation Institute, Colombo 07. Hydro Geologists from Water Resources Board and National Water Supply & Drainage Board attended the programme. It was focused on development of suitable groundwater models for Sri Lanka, their potentials and practical implications. More

Knowledge sharing by learning materials

US$ 333 worthy package of learning materials from Association of State Dam Safety Officials, US, was obtained by the DSWRP Project.

Two New Elevators for Irrigation Department to end the Long Felt Need

Dam Safety Project funded by World Bank has allocated SLR 8.375 Million to provide 2 New Elevators to Four Storied Building of Irrigation Department to fulfill a long felt need . After completion of installation of these elevators, this facility was declared open on 4th January 2010, with the participation of senior staff and the DSWRP project staff.

Political leaders, Government Agent, Division Secretaries and other high level public officers of the Trincomelee district gathered for the district level awareness creating meeting held on rehabilitation programe of Venderason & Kantale dams on 12th November, 2009 at the office of the Government Agent, Trincomalee.

First meeting of the awareness program held at Karuwalagaswewa divisional secretariat division on 20th November, 2009 on rehabilitation on Tabbowa dam. Second meeting was held at Farmer Federation level to aware representatives of Farmer organizations under the Tabbowa irrigation scheme.
